Abstract
This study examines the implementation in the State of Idaho of the policies articulated in the Library Services Act (LSA) and the Library Services and Construction Act (LSCA) between 1956 and 1984. The LSA/LSCA funds were awarded to the states to provide an incentive to state and local governments to extend and improve library services. Both the intended results and the directions for policy implementation were broadly outlined by Congress.
