Abstract
Children with Serious Emotional Disorders are some of the most vulnerable children in the state of Idaho. These children need to have appropriate early care and education if they are to maximize their development through the important preschool years.
In Idaho, these children have coverage for care through the Medicaid Partial Care Program. A number of concerned citizens of Idaho have reviewed the rising cost of providing Partial Care for three or four year olds and have looked at ways to control costs and provide quality care for these vulnerable children.
Research shows that the amount and quality of the education of Early Childhood Education providers increases the quality of care for all children. This project looks specifically at ways to provide quality Partial Care Services for children with Serious Emotional Disorders.
