Special education teacher evaluation presents significant challenges to state departments of education. • A well-designed system needs to be responsive to the specific challenges a state is trying to address. • Coordination across the state departments of education, special education teacher preparation programs, and local education agencies support comprehensive approaches. • A focus on the use of evidence-based practice implementation keeps attention on the element that most impacts student outcomes-teacher practice.
