Abstract
Multi-tiered system of supports (MTSS) have the ability to ensure that the academic and behavioral needs of students are met effectively and efficiently. Response to intervention (RtI) represents the promise of MTSS and inclusive education at its best. Patterned on a public health model of prevention, the focus of RtI is on preventing and intervening for academic and behavioral challenges through a system of increasingly intensive supports, where the least intensive but more effective option is the most desirable (Baker, Fien, & Baker, 2010; Johnson, Mellard, Fuchs & McKnight, 2006; Torgesen et al., 2007).
