Abstract

Appalled by a meteoric increase in campaign spending this year, and maybe by the disappointing drop in voter turnout as well, state legislators have begun working on campaign-finance proposals.

Although this is the lead sentence from an editorial in one of North Carolina's major daily newspapers, the sad truth is that the above quote could apply to virtually any state. Across the states, not only have expenditures risen dramatically, but questions have been raised about the sources of campaign funds and the motives of the contributors. To say that the public perception of the current state of campaign finance system is dreadful is an understatement.
