Abstract

The lower Boise River water shed is at a juncture. Some are advocating for more water storage based on growing demand; others are pushing for more efficient water utilization. The current proposal is to spend $852 million on a new dam downstream from the Arrowrock site. We explore the economic impacts of a new dam by assessing financial and environmental costs and weighing them against the benefits of harnessing one of our most important resources. We also examine alternative options, including irrigation efficiencies and conservation techniques, which may help enhance the water storage capacity the region already has.
